That is a North American head and those holes are called air injection ports. They were used as an attempt to meet the US emissions standards by pumping air into the exhaust to assist in further burning of the exhaust. There was a piece of tubing that went from the holes in the head to an air pump mounted above the alternator. Here in the US, most have removed the pump and railing and plugged the holes.
