Oh my goodness gracious, the Mediterranean is rocky and is known for not having sandy beaches, that is why people get water shoes to protect from the rocks. It is also why the resorts built out & have ladders going into the water. It is the beauty of the Mediterranean. Bushra, Naraj nehi hona mere Behen. What turkey allows - mostly to draw foreign tourists. And the tourists pump a lot of money into her economy. What I have seen in Turkey is that all the tourist places are lenient on these things. Besides, Turkey is much closer to Europe and they like to keep some European tradition as well. Besides, geo politics plays a role.. You won't understand for now. When I was for the first time in Turkey I was a bit surprised too. Just take it easy for now.
