In this quick video, we'll be using the advanced editor & M code within Power Query to display a date & time for the last refresh of our Power BI Report.
We'll then use nested DAX functions to format our last refreshed time and create a well formatted Card that can be build into a Professional looking Report.
The Power BI Tenant runs on UTC, when this solutions runs on the Service the refresh time may become offset. However, there are ways around it that I didn't want to cover in the interest of keeping the video short:

If you're using an on prem SQL database: You can use GETDATE() & MIN/ MAX Measures
Within Power BI: You could create an offset reference table
