Any reason why it scrolls down even if I don't press on the icon? It basically goes in the section below every time I refresh the page. Thank you!

Yes, if you click an anchor link, you will see that link (including the trailing #css-id) in the end of the URL in the browser address bar. If you refresh the page, that's the URL that you are refreshing, including the anchor link in the end. If you remove the #css-id in the address bar and press enter, you'll end up in the top of the page.

When i put #scroll, nothing happens when i click on the arrow

You need to add the CSS ID *scroll* in an element on the same page first. Open the section/row/module settings via the cogwheel icon and go to Advance » CSS ID & Classes and add the CSS ID. Make sure that you DON'T include the # symbol. It should only say *scroll* in the CSS ID field. Also, try to clear the cache before you try again. Let me know how it goes!
