Imagine if civilians could buy the drill from the tool shop and use it to disable speed traps and traffic lights, this would also give ADAC more things to do since the job is very slow. Another thing that would be cool is for the criminal game pass , where people with this game pass can be paid hitman or getaway drivers by other criminals or civilians.
