create user 'abc' identified by 'abc123' default role 'mydatabase_user' Error Code: 1227. Access denied; you need (at least one of) the WITH ADMIN, ROLE_ADMIN, SUPER privilege(s) for this operation what does it mean ?

It means you are logged in with a user that does not have admin permissions on the database. Try doing it logged in as an admin user.

You will probably need to use the default administrator account.
