A small clarification: although Lexington has had problems with sanitary sewer overflows, it does not have a combined sewer system like Louisville and Cincinnati. Something I neglected to mention is that when we were doing research for this project, there didn't seem to be any other US cities with policies explicitly linking utility fees to tree canopy establishment. We believe this to be a really unique precedent, but please let us know if you are aware of any other such programs!
