Currently, the enclosed zone loads are only available in the STAAD.Pro Analytical Modeler. The physical modeler does allow panel loads and this tool functions similar to the floor load in the analytical modeler. Enhancement requests, however, are considered from the STAAD Ideas Portal on Bentley Communities: communities.bentley.com/products/ram-staad/i/

How do you resolve this problem. The boundary is created however when you assign loads it won't work.. Any fix

The enclosed zone load and floor loads are similar, but there are a couple of key differences. The enclosed zone load can handle more complex geometry, such as openings and member within the zone that are not designed to attract the loading directly. This new command is initially for vertical loading, and in the future, will be expanded for alternative load direction.
