I've only ever seen an SCEI Fearful Harmony version ONE OTHER TIME before I watched this video. SCEE seems to be the most common, SCEA being 2nd and SCEI being extremely rare.

That is DuckStation's Cheat Manager, which is also a RAM viewer/editor. You should find it by clicking "Cheats" during emulation.
