I find that the best political direction to go in the generic tree for small nations is the fascist one because you get +5% recruitable population. That 5% has saved me a lot. And the less damage to garrisons is helpful if you are like me and like to eat your neighbors for resources instead of trading away all of your precious few civilian factories. The problem I find with that strategy though, is that you still have to trade to get rubber until you get relatively upgraded synthetic refineries, and if you do go fascist, you usually end up in the axis so the few nations with enough rubber to export (Dutch East Indies and British Malaya) won't trade with you. And Germany's few rubber that they export from the refineries that they make will often not be fully delivered. So you are basically forced to make refineries.
