If your device is under LoRaWAN network ( Helium or TTN etc ) coverage area, then you don't need a gateway.

If the battery is 0% then it is difficult to track the vehicle. But the good thing is that on a single charge, the device can run for months. So it is advisable to recharge it when battery level is low.
