I think it depends on their ability to act. I grew up watching SNL through the 90's and early 2000's. Like when The Rock was on SNL he was pretty much the lead in every skit. Alot of the people they get on here now days I don't feel can carry the skits.

Charlie's a seasoned comedian, so they can use him as the starring role in sketches. Sometimes when the guest is not a comedian, they don't risk putting them in the lead roles of the sketch, but use them as side-characters.

It's very obvious they're reading off cue cards and Day does misspeak once or twice when he looks away from them. So stop using "looking at cue cards" as a metric for whether a sketch is good or not.
