I'm sorry the one driver lost his life. Lawlessness begets lawlessness. Do not use Dollar Vans in NYC. This mode of transportation was transplanted to NY from the Caribbean islands -- I saw these vans all over St. Martin, and I hear they are everywhere in Jamaica, too. These guys (I've only ever seen males) in NYC are unlicensed by the city, don't have driver's licenses, or insurance. Now they are carrying guns? My car and I were victims of a hit and run by one of these vans: it hit me from behind, pushed me into the next lane of traffic and into another car. He sped off before I could even see the plate number.
