Sorry ,!,!? According to Singapore law.can sentence a person at the age as young as 12 year old depends on the seriousness of the crime ! Dont be misunderstood thinking that they will Escape from long arm of even they are under 16 year so they wont be charge ! But true facts slap them hard !

Different court for minors. Singapore classifies age 16 as old enough to be tried in court as an adult. Anything below 16, it goes to juvenile court where a lot of the cases just get recommendations for probation or boy's/girl's home because their statutes are not as detailed as regular court where you can be ordered to pay compensation/ make public apology/ declare finances etc. The law does catch up with people as you said, it's just not so well taken care of.
