I always thought and it's nothing more than that, a thought that Keith Burgess may have met his killer through his work. Keith comes across as the kind of man who could make conversation with anyone and was a very friendly man, maybe he struck up a conversation with one of his passengers that led to something else.

There was huge distrust of the police because they tended to be grossly homophobic (the law was also very homophobic back then and the police regularly used it to arrest men on the flimsiest suspicions). The end result was that gay men were very reluctant to go to the police to report crime because they either got a hostile response or were basically ignored. Sadly, that meant that a lot of offenders got away with a lot of things.
