Court has power to ask self incriminating question : In it you said, Accused can apply to be witness. What if other party ( any witness of any party, victim or anything if there be ) makes / request court for making accused as witness ? Then too can self incriminating questions be asked and accused bound to answer truth ? And in false response proved at that time itself or later stage, he can be charged with applicable charges for it ?

No. Other party cannot force accused to become witness. As per section 315 of CrPC, accused can become witness by his own will.
