I am so confused is that first double crochet in the circle count as the first of the 17 or do you mean do the chain up of three then the 17 so that will make it 18

I took the time to write down the instructions: Crochet Christmas Bell Decoration Using a 2.5mm hook and sport weight yarn. Round 1: Make a magic circle and ch3 (counts as 1DC). 17DC into circle. Tighten circle. Slip stitch into 3rd chain of ch3. Round 2: Ch 3(as 1DC)+ch 1. 1dc in next stitch + ch1. Repeat around. (18DC) Slip stitch into top of ch3. Round 3: Ch 3(as 1dc), 1dc in ch1 space from prior round. 1dc in next stitch, 1dc in ch1 space, repeat around. (36DC). Slip stitch into top of ch3. Round 4: Ch3(as 1dc)+ch 2. Skip one stitch, 1dc in the next stitch, ch 2, repeat. (18DC) Slip stitch into top of ch3. Round 5: Ch3 (as 1dc)+3dc in same stitch. [Slip stitch in next stitch (top of next dc).
