In USA, we would call that 1 ch after and before the HDC of the first row after the first turn a SC.

In the chain 3 loops you mean we should do 1 sc, 1hdc, 3 DC, 1 hdc, 1 sc You have ch where 1 sc should go

Depending on the skirt finish (if it has a straight line), you can join with the sewing needle, or crocheted with slip stich(sl st) ...With little creativity, you will succeed.
