What we know: heather has been around since at least when nellie was at crown like and she had to probably be at least old enough to have connects to the school to get Lucy a spot, so she has to be an adult either as old as Tiffany in this season and has connects to the school as a teacher or something.

S1 & S2 She was Headmistress Merriweather And now this season, She's playing the adult version of Tiffany (Headmistress Merriweather's niece) So people have been confused but the whole point of using the same actress is to show that Tiffany became just like her Aunt.
