Brisbane is far, far better. The only thing Mino does better is higher AP dpm, but for that you give up absolutely everything in return. You lose access to HE shells, you get a much worse 10km radar over Brisbane's 12km radar, and you get 10 km torps instead of Brisbane's 13,5km torps.
