If you're talking about the Toaru franchise as a whole that's a bit complicated as the Index, Railgun, and Accelerator stories have overlapping events that happen simultaneously from different protagonist perspectives. However, my recommended watch order would be Index 1, Railgun 1, Railgun 2 (S), Accelerator 1, Index 2, Railgun 3 (T), and Index 3. That's as close to chronological as you're going to get and I feel that way gives the most context and understanding for all the parties involved especially since parts of Index 3 are a bit rushed. The caveat here is that's not the release order, and Railgun 3 (T) is still airing due to the covid hiatus which is now over, as it just started airing again this past Friday. Oh, and their is also an Index movie that should be watched after Index 2, but the movie is a self-contained story for the most part and doesn't have much effect on the rest of the story.
