To answer your first question, this was in an NA server, but please keep in mind that the match was played in 2022. To your second question, I can't offer a definitive answer. Still, I've personally noticed a decline in "rage hackers" after VACnet updated around late 2022 and began issuing untrusted bans for detected pitch angles.
