Because Moses Kuria is in charge of security and investigation agencies in Kenya. This is why people talk about deep state. Whenever some dark thing occurs that govt or people associated with it are involved, the whole govt system seems helpless about it. It ends up in mere name calling and politicking, without a clear answer. If a security council cannot tell who murdered a top manager in an independent commission, a few kilometers from the commander in chief's executive office, then the council is not really in charge as they claim.
