Sir According to Rule 7(3) , jo excess amount hoga wo next 3 years me set off ho jayega. But shuchita ki scanner me ye written hai ki.. there is no provision for carry forward or excess expenditure to the next year(s) . The words used in the section 135(5) are 'at least' . Therefore, any expenditure over 2% could be considered as " voluntary higher spending".
