Yes! It blows my mind that this, and so many other extremely fundamental and simple styling features, aren't built in.

You could use Kadence blocks plugin instead of css.

You can, however, you would also need to optimize them for mobile responsiveness. The Nav block provides an option to convert it to a toggle in the mobile screen, this feature won't be available if you go with Buttons for creating your navigation.
