Unfortunately, bureaucracy is superior to skilled (doctors , engineers,etc) contrary to western countries. That’s the reason ,western world is well developed as compared to Asian countries .Urdu point always highlights css officers .listen dear ,for css you need second division graduation and for the exam clearance , you need just need few months .You cannot compare it with skilled workers study and hard work . Mostly people they come in css for power and money in a short cut way . Please try to highlight hard work of skilled workers as Pakistani brains are moving abroad just because of imbalance in society .
