Because every 2 years or so. They make a poop shiny set in-between. Hidden Fate's was the first one to really hit hard. It was probably not planned to have the effect it did. Before that was the best of Xy. So they didn't really have one before Hidden Fate's & XY best of. Tag Team GX All Stars had no Shiny Pokemon. Just really insane yet with some Gold Tag Team cards. No Eevee Evolutions Shining Fates was crap. Jap Shiny V. That one was way better than Shining Fates Shiny V was more for Charizard fans + Marnie. Had no Eevee Evolutions. Vstar Universe was way better than Shiny V. But they were careful with not putting too many Eevee Evolutions. They only put 2. So Shiny Treasure ex Is decent. Way better than Shiny V. But no Eevee Evolutions again. Other problem is the Full Art SSRs all suck. Mew is ok. Alakazam okish. Charizard meh Too many trainer's. Not enough Art Rares. Only 4?! Evolving Skies was Planned for sure. 1000%
