It has almost nothing to do with the immigrants to Canada, who can go to USA easily after becoming citizen. Canada doesn't need that many temporary residents to fill the gap, as a lot of locals (citizen or pr) simply choose not to work after the pandemic due to the generous government benefits. To make matter worse, student visa and visitor visa have been widely abused due to fraud and removal of safe guards and lack of limits and supervision. To summarize, it is the total fault of the Trudeau government for the border issue, intentionally or due to incompetent.
