As a former student at CU, the parking police dont mess around. It was insane how fast they get you. And they can withhold your diploma if you have unpaid parking tickets on campus, though this isnt specific to CU.

You should interview the CU parking dept, or whoever is in charge of ticketing. Sometimes, friendly confrontation is needed to bring solvency. It's easy to flex power when behind a telephone or when no one is present, like ticketing an unoccupied vehicle/golf cart. If they are getting so out of pocket that they are booting a golf cart, eye contact needs to be made with someone in that department. A FRIENDLY confrontation is definitely needed.
