Your description of what Americans knew about the Soviet missiles at the time is somewhat off. I think you describe Khrushchev's missile bluff pretty well, that going back to Sputnik, the Soviets had boasted and bragged about their missile capabilities. The bluff and bluster had actually worked on the US public, many politicians, and even larges portions of the military...and many many people in the US were very freaked out about how many missiles the Soviets had, and how far behind the US seemed to be. They called it the "missile gap", and Kennedy even claimed that he coined the phrase. But in reality, the Eisenhower Administration knew that the Soviets had far fewer ICBMs than they boasted about, and that the United States itself was largely safe from Soviet missile attack. Ike suspected this from the beginning in 1957 because the US had getting aerial intelligence from British overflights that indicated the USSR had not deployed a lot of missiles. Getting more picture from the USSR was the highest priority, you commented correctly that the US was working on recon satellites, but they were not ready yet in 1958 and 1959, so it was the U2 overflights that showed Ike that the missile gap was a lie, and that the US was still very much more able to destroy the USSR than vice versa. In fact, Kennedy and Johnson campaigned on the missile gap and said that Ike was weak on communism, and they continued to do that even after Ike brought them into his office and told them the missile gap was false. So Kennedy and Johnson lied to the American people to get elected, and then they had to be tougher on communism than Ike was because they promised to, and so then you get Bay of Pigs and JFK putting missiles in Turkey and the Cuban Missile Crisis...and later on, the Vietnam War. So...to summarize, in 1962 the American people have been lied to by JFK and LBJ and many others, and they think the USSR has hundreds or thousands of ICBMs ready to fire at the US. But this is not true, in fact, the USSR has 10 or fewer operational ICBMs. The USSR DOES have hundreds of shorter ranged missiles ready to fire at Europe and other targets closer to the USSR, but the Continental US is really only vulnerable to those few ICBMs and the few missiles in Cuba, while the plan that the US had for nuclear war at that time involved over 3000 warheads used on over 1200 targets.
