Though if a great big sinkhole does happen and people die and get injured as result, I can only imagine how heavy the fines will be let alone the money that it will cost the agency supposed to be looking after the highways after all the families of the deceased or injured sue them. Call or email your local congressman or whoever that is representing your state/county about this and have them come and look at it. Disaster is coming and it can be avoided. It needs to be avoided. This is a Dereliction of Duty. They are tasked with maintaining the highways. so why arent they doing it?

You're probably not going to get anywhere with the responsible agencies. Send this video to your local press as well as your elected representative(s) for your STATE House/Senate/Assembly district. If possible try to sit down with them too. It is shocking how quickly something can get fixed if a state senator decides to make it his pet project of the week. Oh, and back up this and related videos just in case of fraudulant takedown demands.

Just in case anyone wanted to know (simplified explanation), the foam on the water is likely natural surfactants (from decaying organic matter) changing the surface tension of the water which allows it to form bubbles. This foam seems brownish, which is an indication of a natural source (plants, animals, bugs, etc). If I was pure white and had much bigger bubbles, that could indicate a man-made source of surfactants, aka soap.

This damage to this culvert is a threat to life and property, and has been reported multiple times. Being OSHA trained myself, everyone this has been reported to, State department included, should be under investigation for ignoring a potentially serious, life threatening situation. (With special reguard to DWP, of course)

My entire career (now retired) I've been involved in the planning, design and construction of capital projects, primarily for local and Federal government agencies, and mostly dealing with environmental projects, as an employee of construction contractors, consulting engineers and program/project/construction managers. I've seen this type of government inaction before. The sad truth is that the drive to cut government spending often increases costs and passes the problems on to the next generation. When agencies are forced to "do more with less" they simply do less with less, and the first thing that gets cut back is routine maintenance. Contingencies aren't dealt with until they become expensive exigencies. Taxpayers want great roads and functional water, wastewater and stormwater systems but they also want low taxes. Politicians want to be re-elected and offer the moon to their constituencies but don't want their names in the "Yea" column on a vote to increase taxes. To be sure there is plenty of waste, fraud, abuse and general stupidity among government agencies, but government employees are just normal people, our neighbors, who went to the same schools as you and me, who try to do the right thing. They are often bound by regulations that might make sense when looked at individually but are very difficult to comply with when taken in total. There are questions of jurisdiction and what government agency is responsible for what. These jurisdictional questions are often dealt with by inter-agency Memorandums of Understanding or similar documents. Sorry but I'm simply offering up the possibility that while the people you dealt with might want to do the right thing and fix the drainage pipe, they can't unless things change at a much higher level or, quite literally, at street level. The sad truth is that until the ramps collapse and access to the highway is cut off, there's a good chance nothing will happen. You've gone well above and beyond what citizens would normally do, both in cleaning the grates and contacting the appropriate agencies. I can only agree with others' suggestions to now elevate your concerns. You can contact your local elected representative and perhaps even get an agenda item on your next town council meeting. You've already done all the right things and much more. :-)

This is also a result of people and corporations using tax loopholes to not pay their taxes. You don't need to raise taxes on people already paying them, you just need to close the loopholes. Unfortunately the ones not paying taxes are the ones who can afford to hire lobbyist or donate to super pacs to keep the loopholes from closing.

You know....if water and wastewater systems are being funded by taxes, something is wrong. Those should be funded by user fees aka "water bills". And the money collected from those water bills should only be used for capital and operating expenses related to the water and wastewater systems, to the point that employees of local government who work on both water/sewer work (such as repairing a broken main) and general public works tasks (such as mowing the lawn at city hall) need to have the hours they work on water/sewer work allocated to the water/sewer fund (often called an enterprise fund), and the hours they work on everything else to the general fund. If that employee's salary is paid out of the enterprise fund, then the portion of that employee's salary attributed to "other" work needs to be paid from the general fund to the enterprise fund. This is the only correct way to do it. There have actually been lawsuits about this where a city runs a water/sewer system and uses some of that money to fund their general fund...and has customers in the unincorporated area took them to court over it. And won.

This won't be an accident. It will be a willful act. Some sinkholes happen because of natural caves that erode the land beneath them but this is a case that can clearly be seen. It's obviously eroding and will continue to erode. They would need to close the road and install pumps to move the water from the pond to lower it so it no longer flows through the pipe. I wouldn't want to get heavy equipment directly over that area.

Oh, my friend, you have bumped into reality. Governments operate outside of logic. No money for maintenance or a scheduled life span. Only a crisis and then whining. There's no money because neglected things consume all the funds for the crisis. Once anything is constructed it is allowed to self destruct until failure. Then a complete replace project is required along with very high cost.

Water can move metric tons of dirt in just a matter of a few hours. It is failing at a very alarming rate. I estimate within a couple of days or less this will be beyond the point of no return from what I know.

My goodness, this is a disaster waiting to happen and the relevant authorities won’t do a thing about it till it actually fails. Keep copies of your videos safe and keep going there and recording as much as you can so it’s as well documented as possible before the failure. Maybe you’ll be right there when it actually happens!? That’ll give you huge numbers of views on here! I also agree with someone else’s comment here about door-knocking the locals near the upper lake so they can prepare for the nearly-inevitable flooding with sandbags just in case. And what if it rains more in the next day or two? That’ll be even worse. Really hope someone with the power to do something listens to you soon and puts their foot down and makes changes. Good luck! I'd say you are lucky to have made that trek through the pipe when you did. Not only was that lucky in the sense of not dying, but you got fantastic video inspection of that pipe and right when it was needed. It sucks that the various departments weren't able to act promptly on this. I have the update from Nov. loaded in another tab. There are options for not draining the lake for replacement. In the early days of oil drilling, crews used temporary walls to build a watertight box and pump water out of an area to work. They could do something like this and they can pump excess water through a temporary pipe under the overpass to the stream. You mentioned the lake freezes solid in winter. Employing pumps until it freezes to prevent flooding they can cut the ice away and have a safe work area. I haven't watched the update yet, but those are my thoughts so far.

Crazy that government agencies would rather respond to an emergency than prevent one. Here in Lake Charles, we have the I-10 bridge and it’s been in desperate need of repair/replacement for years now. They are just now starting to work on it. We joke about it collapsing but it’s actually pretty scary. I try to avoid it as much as possible.

No, this is not boring. I've always been fascinated by the dynamics of moving water. Also awed by it's power. I live on a long unpaved private drive and maintenance is a never ending job. There are four driveway culverts and one large one under the drive itself. I am the only resident that cares enough to keep them all open. Only during the long dry spells can I forget them - for a while.

This is a perfect example of our infrastructure falling apart. I have made similar calls to agencies. No action. That is why vote for less government. We can do better than a bloated beaurocracy. It sickens me that we pay HUGE regressive taxes yet get very little of what govt is meant to do. This is a major safety issue. File a suit for non compliance. The water looks concrete colored.

Keep your videos of what's going on and when it stop flooding go in there if you fell its safe enough and record the difference in between videos and show them if not call your local tv station and show them bc people lives are in danger when it will happen. As big as that hill is you don't want to be standing below when it all gives way. It might only collapse inward but it could very well act as a massive mudslide and rapidly move downstream several hundred feet, taking you with it. I just realized this vid is 5 months old. What has happened since?

It is absolutely as serious as you think. But not necessarily as urgent. The volume of ground that can come out there is huge. And we do not know the geology of that. There is even a chance that the street will never collapse. Note that there never dropped a lump of ground inside that it build a dam inside the cavern. But even if that happens: Dams can break, and a dam breaking inside that does not sound like a good thing.

Watching the tide lines on the water pipe is fascinating, you can actually see the flow of water decreasing as it gets more blocked. Hopefully that healthcare center downriver doesnt suffer any effects from the increased water flow.

Corrugated metal culverts should be laid within inches of gravel before dirt backfill. I'm not an engineer and I don't know the exact geology there, so I can't even try to ballpark numbers, but I believe a gravel layer could prevent this and I didn't see any in the gaping holes from the walkthrough [*while typing 11:20 Not boring at all!], it looked like plain soil. Ideally, encased in concrete, but if funding is limited, a truck or two of gravel in an undoubtedly large project could make a difference. I wonder if future products could be made with a layer of plastic - pvc, abs, etc - let the experts figure it out, but something that provides soil/water impervision but sticking with the traditional, cheap, mass-produced, metal culvert for rigidity, a two layer design to solve multiple problems. Could also perforate the plastic to allow water seepage from above/around, and encase in a woven mesh sock to prevent soil foiling.
