Cummins ISX871 with the CM870 ecm

If i have a good low mileage cm870 i want to install in a truck with a cm871. Should i but all the exterior component's from the 871 to the 870 to make it work.

No Because it wont work. Just put the 870 in place of the 871 and change any hoses etc. You may have to do a little wiring changes at the oem plug id have to research that.

would the apex be more reliable than the 870 and 871 due to having no after-treatment systems on it?

The more systems you add the more potential for something to go wrong. The basic engine design is the same.
