you clearly have a much better developer version of cura. Since the one available from the site does not have detailed pop ups like at 0:12 even with advanced settings enabled like you have.

Hey.. this is a plugin called Settings Guide that displays the popups - its accessed from clicking the market place button top right of the main GUI
