I just wanted to state my opinion, but I think there is no way that Bakugou himself could be a past holder of OFA. It goes in chronological order, where the 1st is the original holder of the quirk, and 8th is All Might's. So that means Deku is 9th. We don't know the 2nd and 3rd users, so they would be closer in age to the 1st. If they were older in the past, Bakugou can't be younger in the future. Unless, he was his with a time reversal quirk, which I highly doubt. It could be a long past relative, or it could he a holder the coincidentally looks like Bakugou.

Explaination: Izuku tried his best to survive against nine, but a certain moment caused him to lose his life, it was when katsuki was targeted by nine and as the blue dragon was about to pierce katsuki, it stabbed izuku instead who pushed katsuki out of the way. That day izuku died and one for all stayed with katsuki. as katsuki swears that he will continue the path that izuku made and become the number 1 hero. But little did they know... the 3rd quirk of izuku activated in time and rips through the logic of life and tries to send izuku to a body that has no soul. Meanwhile, in the DXD world issei was taking his last breath. as he felt that his soul is leaving his body. As his soul leaves his body, Rias finally showed up and tried to revive issei. But before she can, a bright light enters issei's body, although she just brushed it off as a part of his sacred gear, but little did she know when she revives 'issei' it really wasnt issei at all. It was Izuku who entered issei's soul-less body. After that, izuku tried acting like he was the real issei just to avoid some suspicion from anyone.
