Custom Images in Google Cloud using Packer

Great practical video as this is applicable to many Org where Image baking and provisioning is fully automated as they recycle instances every 30 or 45 days to ensure latest security pacthed image is used .However I have below query. With Packer tool I take Base Image,install additional software like IIS or Apache ,setup configuration for DB connection etc and now my Custom image is ready to use under GCP "Images" section. How can I now automate the provision of VM Instance ? so my end to end Image build and Instance Provisioning is automated ! What tool can be used ? Terraform ?? Jenkins ?? Thanks in advance And finally what workspace area used to store the packages I needed to install ? like Apache or IIS setup files ..
