In this tutorial I will show you how to cut an Image in separate layers Photoshop. Open an image, split the image in how many parts you want - view - guides- new guide layout and type the columns and rows, then select rectangular marquee tool and drag the selection, and with the image selected press ctrl/cmd + J to copy in another layer that part of the image.

Yes, you must select the elements and then copy (ctrl/cmd +J) and now are placed in separate layers.
