I think the problem with that kind of interrogation tactic is that people who haven’t done anything will still ‘admit’ they did something if it means getting out of immediate danger. Our fight/flight be like that, doesn’t care what’s rationally dangerous or long term, it thinks whatever stops the danger response the quickest=safety. I think the us military did a study on it and found that like 90% of people in an emergency completely shut down and just do what any form of authority suggests they should do, even if it is against their own interests if they sat there and thought about it, because fawning kept us safe as a herd when we were cavemen

If you are visibly intoxicated at a level that is problematic to the bar tender, they are supposed to cut you off (no longer serve you alcohol) and get your keys (Stop you from driving). They often involve the cops over the keys thing as it is a citizen withholding another citizen's property.

I don't know if there are laws anywhere requiring bartenders to give obviously intoxicated people water to drink before they leave, but I DO know that would have no effect on helping them sober up faster. It would simply help keep them hydrated and also help somewhat reduce the severity of any potential hangover.

It may depend on the state, but on Bar Rescue (another compilation I recommend) they go to bars that continue to serve after the customer gets sloppy drunk, and the host barges in to cuss them out about how it's illegal and immoral. Not only can you be sued for anything that happens to the customer and others since you let them get that drunk (and possibly leave without a safe way home), but you can also lose your liquor license and have to run a dry bar.
