If you do not get the Apogee in this location there is one other location between Bellevue overlook and Allen street waypoints it inside one of the top huts/buildings closest to Allen street waypoint. I would say on the left of the marker on your map of Allen street waypoint.

Yes, there it was. I'ts under a billboard of a drink which says "It's BIG". But the loot in the box might change right? Maybe not everyone gets the same thing, some people might need to try a few times

This is a completely RNG drop. There is no way to get it guaranteed except through a Ripper Doc at Lvl 40+. ANY video saying you can get it free from so and so location is lying and should be reported. OP of the video should take the videos down.

The door does not have to do with level. After you complete the main story mission in the building the door stays open The legendary loot won’t spawn till your higher level, but the door itself is tied to story.

I've been able to break in. Took some time, but on one side, there is a tear in the fabric that lets you into an empty area by using double jump. If you can get to the top pillars in that room by using the sides of the room to jimmy up and jump to them. You can run and slide through a small opening to a secondary smaller room with a ladder and two doors that won't open. Again, using the pillar higher up, there's another small opening, and with time, you can fall through that hole too. Unfortunately, I'm only level 21, and I found a cyberdeck, not a sandevistan. Haven't started to see if I'm even able to get out yet. But I found a way in before the mission. Edit: I didn't search very hard, but seems like there's no way out. Except maybe back the same way. I reloaded though seeing as it's not worth it yet.
