The Phantom Liberty DLC lets you level up to 60

To level up quickly, wait until you finish the Konpeki Plaza heist. Once you gain access to the open world, you'll receive an XP boost each time you go to sleep. Focus on completing all the gigs and NCPD scanner hustles first, and save the main story and side quests for later.

@ You should do side quests anyways because you can get really good weapons out of it, as well as a bunch of money.
