Arasaka and the five other mega corps of nightcity were able to crush most of the gangs in night city when ncpd weren't able to do shit to them for decades. And Maxtac is part of ncpd. For political reasons, they're also just equipped with militech gear. But that's about it, they're speciality is they can deal with highly augmented individuals. However they don't compare to the might of the mega corps. Not even as an afterthought to them.

I wish stuff like this happened in the game. I really wanted smasher to be a Mr.x or nemesis for V. Instead of drones chasing you from arasaka tower it's smasher in a hover carrier. Smasher pursuits you through the building while Hanako is evacuated. He keeps bursting through walls and ceilings as you try to get out. Never forget that everyone thinks you kill Saburo. Yorinobu should be sicking smasher on you constantly

There's some sort of bug that allows it or allowed it before patch. That way that legendary recipe could be obtained. However, I never discovered how. Others did. Waste of recipe since it is only possible at the end of the game if playing normally
