Though kind of Wishing I had t4ed Strange. I haven't capped abl but that's also due to needing to fix my cards. I do have a gr card I'm working on.

F2p can get to any t4 yes , is just lots of lots of grinding. The formula is the same like when you tier 3 a characters , just the materials and designated content is different.
