no because it would be really difficult for them to walk into the same trip twice. you don't get affected by tripwires when dismissed like clove meaning they were stupid enough to DISMISS WHILE THEY'RE INSIDE THE TRIPWIRE. you could even see they were in the middle of the dismiss animation when they got caught on the tripwire.

I love playing cypher specially if there's a lot of controller. Hiding on smoke or hiding my trip wires on smoke works great. I'm only having a hard time using cypher when attacking, I use cameras on choke points and cages to enter a site but still I do not perform well but when defending I mostly defend well and prioritizes holding the site for as much a possible plus I frag well when defending.
