Bhola Paswan Shastri was the first Chief Minister of an Indian state belonging to scheduled caste. Bhola Paswan was appointed as the chief minister of Bihar thrice between 1968 to 1971 but his government didn't survive a year on any of the three occasions. He was being elected as a Rajya Sabha member and union minister in seventies. In 1978, Bhola Paswan was appointed as the first chairman of newly created schedule caste and schedule tribe commission (SC-ST commission) by Janata government in spite of his affiliation with congress party.
