It’s actually confirmation bias. Those who understand Khmer will prefer the Khmer version and those who understand Japanese will prefer that version. Plus both nations have different interpretations of what is the ideal voice. Nevertheless in origin the song is Japanese. Which shows how quickly Japan rebounded from WW2 to influence the region. A newly independent and hopeful Cambodia was looking up to the economic miracle that was Japan from the the 1950s and onward. Just comes to show that if the government wasn’t self-serving and cared for her people, miracles do indeed happen.
