Black pennies is simply a French Canadian way of talking about pennies because they are a dark brownish color and the older they get ( I think they are made of something like copper ) , the darker they get,while all other ( dimes, quarters etc ) are of a lighter color.

Yeah, that's what it means. When pennies get dirty they turn black and some people may discard them because who knows where they've been. So when you're saving black cents it means that you have so little money that you use these black pennies to pay your bills. It means to save every penny, not carelessly waste money. It is far from a ploy for a rhyme because the last word in the sentence, noir, doesn't even rhyme with any other part of the verse. All the other endings rhyme, but this one doesn't. I personally love this line, it's one of my favourites in the song.

I think this is true across the world, wherever modernisation and industrial development occur. I'm from southeastern Europe and the story is basically the same: grandparents were farmers, parents were in the services industry/public servants, and I get to live in a tiny apartment praying that my job will pay for my education and let me start a family. All the while older generations just live off of retirement schemes that me and my descendants (if I can afford any) will have to pay with interest through debt. I increasingly realise that impossible work days, high living costs, low pay and the destruction of the family unit make family life impossible for most people my age in the modern West. Whenever I meet someone from the rural parts of my country, or I visit my ancestral village, I wonder what life would be like if most people who moved to the city and are in my situation had stayed there, in what is now a bunch of decaying ruins and overgrown, uncultivated fields. People talk about how we need to revitalise the countryside all the time but they'll never do it (and I'm not pretending I'd volunteer to do so either). Going from peasant to lazy urbanite is easy, the opposite is not, which is why in the '60s all of our populations decided they wanted to be part of what is normally a small minority that provides services instead of physical labour, at least in any healthy society. Not that I blame them but I also don't blame those who tried to hold them back. This is becoming increasingly true even in the developing world. It's not wonder that places like Afghanistan and central Africa are the only regions with a growing population left on the planet; the rest of us have already degenerated.
