What is insane is that I accidentally have the Banpresto figure sitting next to my laptop right now. When you look back and forth between the two, the only difference is the eye color. My guess is that the artist has full control on how they draw the character, but they are given pictures on how the person who is gonna use the model looks like, so they can choose to get references from that. Also keep in mind that when you apply for an audition, you basically send a video of you playing the character you are gonna stream as, and they can use that too. So for example, Luna probably doesn't have any physical features as the model she uses, but her persona (a princess) was integrated and used as a reference theme for her model. All this is speculation on my part, don't quote me on anything. It probably doesn't apply to everyone, since we knew for example that all 3th gen's characters were released on twitter as advertising to make people audition for them. It that case they just picked from the ones that matched the character, I honestly don't know, and probably no one at hololive will divulge that.
