She IS totally adorable. Unfortunately for everyone involved (as she does want to be loved deep down): - she's strong enough to kill you by sneezing too hard - has residual trauma and coping mechanisms due to said "breaking" of things - was canonically locked in the basement for an ungodly long time by her sister - has no sense of appropriate social behavior or scale when "playing" So, by all means, befriend her! Just make sure your hangouts are properly supervised by your local deity, magic enforcer, or someone fast enough to evacuate you from the blast zone.

Flandre is free to leave anytime but chooses to stay indoors because everything she needs is provided to her, revealing herself to actually be a NEET in Foul Detective Satori. Her ability is literally to destroy anything, so locking her up was probably impossible to begin with.
