I mean, they exist in an entirely different world = not real so I don't feel the usual uncomfortable feeling of seeing an actual child/teen with the proper knowledge being dressed up inappropriately without their full consent. So yeah, it's the usual debate whether fictional children/women are bound by the law or not. In my case, I'm fine with anything so long as it doesn't happen IRL.

@lpsfashionbyhannah Flandre is at least 495 y.o. canonically, Remilia even older. Yeah they look like children but there again there look here almost the same as in games. Sakuya is maybe in her late teens but Patchouli, Kokoma and Meiling are defienetly older, with most of them even looking the part. Clothes here are for more pratical martial art outfits based on original touhou designs because this animation is heavily inpired by Tekken, mainly 6 iirc.
