I think it's meant to look her look out of time and place. Like she doesn't belong anywhere. Her hat is a PRC liberation hat(army hat), her dress is a qipao that's popular during the ROC era but her hairstyle is entirely Western. It's almost like they're stuff she picked up while wandering around as "a normal Chinese girl".
