Not really. As Master Wong nephew, I know that at that time my uncle really underestimates his opponent. Also as a Wing Chun partitioner (in the USA), I had used Wing Chun for street fighting since high school, with westerners who were way bigger than I was. I have experienced that Wing Chun is good for street fighting. However, I had fought in a formal tournament, and it was really difficult for me, especially with gloves and all the rules. But to answer your question (攤手封西洋勾拳), it really works, but you need to change the horse to 45 degrees to your opponent, and you need to 攤 to your opponent inner elbow.
